During the conference will be discussed realization of innovative projects, mobilization and consolidation of intellectual, technological and investment resources on key directions of innovative development, condition of domestic economy in long-term prospect, that is determined by the science and technical potential, consecutive realization of innovative strategy on federal, regional and branch levels.
In the conference program will be discussed as well protection, estimation, commercialization of intellectual property, licensing of different activity types, certification of products and services, assistance to deduce the Russian innovative companies on IPO market.

• Challenges of new decade: main technological trends, defining the evolution of high technologies in the next years.
• Power strategy (in broad sense: oil, gas, new power, power safety, power efficiency, etc.).
• Technological foresight as basis for preparation and making the strategic managing decisions in high technologies.
• Higher educational institutions and innovations (including research institutes). Mechanisms of cooperation of science and education from the point of view of economical and social efficiency. Consortium of universities, science organizations and small innovative business.
• Modern development strategy of Russia’s venture system.
• Innovative cities of Russia. Projects and risks of creation of federal educational, research and development centers. Questions of development and results of intellectual research in innovative center «Skolkovo».
• Increase of investment appeal of innovative projects – «Time of investing in Russia».
• Intellectual property and legal provision of innovative development.

• Formation of the state support system of creation innovative, breaking through, high risk developments and technologies, as well as in interests of defense and safety of the state, and implementing of the received results at the domestic enterprises.
• Creation of R&D centers. Science and technical policy of modern Russian corporations.
• Infrastructure of innovation development (business-incubators, techno parks, centers of collective use, innovative-technological centers, clusters, science cities and others).
• «Human capital» in innovation development, including:
• Demographic factor
• Socio-humanitarian aspect
• Possibility to employ citizens of the Russian Federation, who constantly live abroad, by Russian innovative companies.
• GeoPower: geospatial information in systems of preparation of effective administrative decisions of federal, regional, municipal levels, departmental, corporate and infrastructural systems.

- Globalization challenges (modernization in conditions of globalization).
- Partners and modernization problems.
- Mobility of scientists as the mechanism of inclusion of Russia in the world scientific community.

- Russian accession to the WTO.

To 13th International Forum will be published the Collection of Forum materials «High-Tech XXI-2012».

Requirements to presentation materials to be submitted to the Russian High Tech Development Fund:
- Presentation/report volume – 3 pages A4, MS Word (2003 – 2010);
- Font - Times New Roman;
- Title - size 14 written by lower case letters;
- Main text - size 12;
- Interval - 1,0;
- Text is leveled on width;
- Pictures, photos shall be ready for publishing, sent separately from the main text of the presentation, EPS, PSD or JPEG not less than 300 dpi;  

Headline of the presentation shall content:

• Title of the presentation (article,  project);
• Name, Surname  of the Author(s);
• Scientific rank, post, full name of the company / organization - place of author’s work.

The presented text should not contain references to bibliographic sources and the bibliography list.
